Havasupai Tribe's two flood declarations raised to 90% federal Public Assistance share

Federal Emergency Management AgencyDepartment of Homeland SecurityProgram changeSep 29, 2026

Check: FEMA amended the Havasupai Tribe's FEMA-4681-DR (May 29, 2026) and FEMA-4840-DR (June 30, 2026) declarations so Public Assistance is federally funded at 90 percent of total eligible costs.

What it does

The 90 percent federal share applies to all categories of Public Assistance and to direct Federal assistance eligible for the adjustment. It covers flooding of Oct. 1-2, 2022 (4681) and Aug. 22-23, 2024 (4840). Hazard Mitigation Program funds (section 404) stay at 75 percent because the Stafford Act prohibits a similar adjustment. The FEMA-4840-DR amendment also keeps Other Needs Assistance (section 408) at 75 percent.

Why it matters for tribal funding

Tribes eligible. Tribes or Native organizations are among those who can apply or are covered, alongside others.

Who it covers: Tribal governments.

What to do next

  1. Update Public Assistance cost-share budgets and reimbursement projections for FEMA-4681-DR and FEMA-4840-DR to reflect 90 percent.
  2. Keep Hazard Mitigation Program budgets for these declarations at the 75 percent share.
